When a car is being designed a variety of trade offs are made. One is trading some power loss for a quieter engine. This is done by putting restrictions in the path of the air flow into the engine. Another is where the inlet is for this air path. The cooler the air is the denser it is. Denser air carriers more oxygen, which we know creates more power.
So a Cool Air Intake delivers air to the engine that is more dense and with less restrictions, so that more air gets in. And you get more power out.
